Highweek Parish Council: Mr. W. S. Pinsent presided at the usual monthly meeting of the Highweek Parish Council this week. It was decided to make a footpath with a very low kerb in Mill-lane at a cost of about £30. — On the motion of Mr. Segar, seconded Mr. Burge, the overseers were authorised to pay £5 for making out the lighting-rate and for the poor-rate. — At the Parochial Sanitary Committee, Mr. W. S. Pinsent also presided. — Mr. Wright said it was no use to have meetings to go into draining matters if the Inspector altered all the plans without consulting the committee, as he had done in the case of Stockman’s Mill. — Mr. A. B. Segar said his brother, the sanitary inspector, had made the alteration, as that scheme would cost £3 less. — The Chairman said the minutes showed that Mr. Segar did the work without the consent of the committee. — Mr. Shilston said Mr. Segar should have called a special meeting. — Mr. Wright wished to make it clear that he made no reflection on the work. — In regard to the drainage of Mr. Chudleigh’s Cricketfield Cottages, the owner having refused to flash his drains, and the committee being unable to force him, Mr. A. B. Segar moved, and Mr. Shilston seconded, that a pump and tank be placed on Mr. Knowle’s ground for flushing of the drains at a cost not exceeding £9 provided permission be granted from Mr. Knowles and the owners of the leat. — Mr. Rogers reported a case of typhoid at Avenue Cottage of the name of Luscombe.

He was not in the habit of speaking behind a man’s back, but still something further might be said about the matter. Mr. A. B. Segar defended the Inspector’s action, and after a short discussion the subject dropped. … …
