Highweek Parochial Sanitary Committee: Members of Highweek Parochial Sanitary Committee held their monthly meeting on Monday. Mr. W. S. Pinsent, Chairman, presided, and there were also present, Rev. S. G. Harris, Messrs. C. G. Vicary, J. Olver, J. Wright, W. Shapley, T. G. Weatherdon, W. H. Brock, W. H. Jarvis, C. Adams, A. B. Segar, A. H. Burge, with S. Segar, Sanitary Inspector, R. A. Rogers, Sub-Inspector, and T. S. M. Underhay, Clerk: … discussions on drainage and then Highweek Parish Council meeting with the same individuals … The following further letter was also read: Local Government Board, Whitehall, S. W., June 14th, 1898: Sir, I am directed b the Local Government Board to acknowledge the receipt of your letter of the 26th ultimo in regard to the communication of the sewers of the  Parish of Highweek with those of the Urban District Council of Newton Abbot, and I am to point out that the natural inference from the agreement between the Rural and Urban District Councils of Newton Abbot would be that the communication referred to therein does not at present exist. Moreover, the communication is distinctly referred to in letters of the 6th, and 19th April last, which the Board have received from the Urban District Council, as a proposed communication. As the agreement purported to be made under the Public Health Act 1875, and the sanction of the Board is necessary to communication of sewers under that Act. The Board treated the application as one for such sanction. The inquiry contemplated was with the view of furnishing the Boards with information as to the propriety and expediency of such communication. If the agreement and the letters referred to are incorrect so far as they imply that the communication does not exist, and the District Councils do not in fact desire the sanction of the Board under Section 28 of the above-mentioned Act to the communication of their sewers, they should inform the Boards to that effect. Pinsent, presumed that no inquiry would now be necessary, and that nothing further was to be done in the matter. The matter then dropped.

Proposed Bathing Place for Newton: PROPOSED BATHING PLACE FOR NEWTON: A Parish meeting, was held the Infants schoolroom, Highweek, Monday evening, to consider the advisability adopting the Baths and Washhouses Act, with a view to the provision of a joint bathing place for the parishes of Wolborough and Highweek. Mr. W. S. Pinsent, Chairman of the Parish Council presided, and the Councillors present were Rev. G. Harris, Messrs. C Vicary, W. H. Jarvis, J. Wright, A. Burge, J. Olver, T. G. Weatherdon, W. L. Shilston, A. Segar, J. Dolbear, W. C. Adams, W. Brock, and J. Shapley. The Clerk having read the notice convening the meeting said that 1897 a complaint was received by the Council from the Coroner with respect to the loss of life in the river Teign, and it was accompanied by a recommendation from the Coroner and Jury that bathing accommodation should be provided by the two parishes. On October 11th, 1897, a committee was appointed by the Council to confer with a committee appointed by Newton Urban Council relative to the provision of a bathing place. … … (continues) …

HIGHWEEK: At the Parish Council meeting it was decided that 28 lamps be painted a cost of £3; that the Gas Company be asked to carry the main the end of Netley Terrace with the view of erecting two lamps there: and that the Lighting Committee inspect Kingslade lane to find the best site for a lamp. A lighting rate to produce £150 was made. Mr. W. Pinsent presided at the meeting of the Highweek Parochial Sanitary Committee. It was reported that nothing had been done to remove the nuisance caused by the overflow of sewage into the road at Mile End. Mr. W. L. Shilston complained of the “fearful smells” arising from the spot. The Inspector promised to get something done during the ensuing month. Messrs. Stockman wrote offering to provide proper sanitary appliances to their cottages Mill-lane as soon as the Little Lemon sewerage had been decided on. The offer was accepted.  It was also decided to call upon the owners of Haligon Place to provide improved drainage. A letter from Miss Mackenzie, complaining of the rough state of the road leading to the Boys’ School was referred to the Rural District Council.
