Hampshire Telegraph: Friday 13th November 1936

Winchester’s Mayor: Major J. R. Pinsent: Winchester’s mayor-making was carried out in a crowded Chamber with the usual ceremonial. Major J. R. Pinsent, D.S.O., was unanimously elected and the retiring mayor, who also retired from the Council, Councillor A. T. Edmonds was presented with a past-mayor’s badge and thanked. The mayor appointed senior Alderman H. D. Johnson the Deputy Mayor and chose the Chairmanship of the Education Committee as his principal Committee. The customary dinner to the ex-Mayor took place in the evening.

London Hampshire Society Dinner: Pride in the Royal Navy: Lord Mottistone’s Fine Record: There was distinguished company at the annual dinner of the London Hampshire Society held at the Rembrandt Hotel, South Kensington, the Hon. the Lord Herder, K.C.V.0., M.D., presiding in the absence of the President, the Duke of Wellington. Among the guests were Lord Mottistone, Lord Lieutenant of the County, and Lady Mottlstone, Sir Arthur R. Holbrook, K.B.E. and Lady Holbrook, the Lord Mayor and Lady Mayoress of Portsmouth (Councillor and Mrs. F. J. Spickemell), Major J. R. Pinsent, D.S.0., Mayor of Winchester, and Mrs. Pinsent, Major C. O. Graham, D.S.0., Mayor of Gosport, and Mrs. Graham, Major- General Sir Richard Luce, Mayor of Romsey, and Lady Luce, Sir Spencer Portal, Sir William Dupree, Bart., and Lady Dupree, the Countess Northbrook, Lady Border, Sir John Power, Bart, M.P., etc. A Fine County:  Lord Border, having congratulated the Secretary of the Society on obtaining 140 new members during the year, called on Sir John Power, who submitted the toast “Our County and the London Hampshire Society.’’ They had a great deal of pride in Hampshire, and he had paid the county the greatest compliment, after searching high and low, in choosing their beautiful county for his home. …

Hampshire Towns Choose their mayors: Photograph: Mayor of Winchester – Major J. R. Pinsent, D.S.O.: Winchester’s New Mayor: Point About the Education Committee: Major Pinsent is the third Old Wykehamist in succession to be Mayor of Winchester. The Ceremony, at Winchester, on Monday, including the investing the new Mayor with his chain of office and “marrying” him with the historic gold ring, the oldest of the city’s insignia: Alderman H. D. Johnson, senior alderman, moved the resolution that Councillor Pinsent should be Mayor. He recalled that for 753 years the citizens had always been able to select from amongst themselves one who was willing to be Mayor. Councillor Lieut.-Colonel H. D. Ross seconded, and the resolution was carried unanimously. In his reply the new Mayor said that old towns that were steeped in history, and Winchester perhaps more than most, had an influence not noticed perhaps by everyone, but no less important for that. Much work of great importance to the city had been completed in the past year. Much more remained to be done. “I feel sometimes,” he said, “that the Education Committee is the Cinderella of the council, and that except for a faithful band of followers, is more shunned than sought after. No one can be blamed for this, as that committee demands more time from its members than any other committee and the great bulk of the work is concerned with small matters of routine. Yet, from time to time, questions of policy of the most vital importance have to be decided”. Mrs. Pinsent received from Mrs. Edmonds, the Mayoress’s jewel. Thanks were expressed to Mr. Edmonds for his work for the city during his year in the Mayoralty, and regret that he had decided to resign from the City Council. … continues …
