The Same Again: Winchester’s 10/6 Rate: The Winchester rate for the coming financial year will be one of 10s 6d in the pound. At the meeting of the City Council on Thursday, however, Alderman Major J. R. Pinsent, D.S.O., the Deputy Mayor, warned the members that additional expenditure would have to be met next year, and would probably lead to an increase in the rate.
