Colonel Rawlins was a member of a family which has been settled for many generations in West Somerset, having it is said, come originally from South Wales to avoid religious persecution when Rawlins (White) suffered Martyrdom at Cardiff in 1555. The Rawlins’ is essentially a military family. The late colonel’s father was a colonel in the Madras Staff Corps, five of his uncles were associated with the Army, one was a major general in the Bengal Staff Corps., another was in the 41st and 86th Regiments, a third was also associated with the 41st, still another with the 8th Hussars and the Welsh (69th) Regiment. A sister of the late colonel married the Rev. F. King, M. A. late vicar of Southmolton, while an uncle married a daughter of the late Thomas Pynsent of Pitt House, Chudleigh, and Lakenham House, Northam. …

Question of Appointment: A Technical Objection Upheld: A Long Hearing at the St. Augustine’s Session: A case of great interest and of some importance locally occupied the attention of the magistrates at the St. Augustine’s Petty Sessions, Canterbury on Saturday. The Bench had been asked to hear and determine objections to private street works proposed to be carried out at Beacon Hill and Beacon Hill Parade, Herne Bay, the provisional apportionment being the principal point in dispute. The frontagers concerned were Messrs. J. W. Pinsent, H. A. Floate, J. Hingston, A. Baldwin, E. Scott, A. T. Dence, H. T. Freshwater, A. V. Stokes, C. T. Smith, H. G. Pitt, F. A Wood and the executors of Mr. Aduey Payne (Messrs. W. A. Payne and W. Gibbons). Many of these gentlemen were present in Court, and several Herne Bay residents and ratepayers as this matter has received a great deal of attention.
