At Newton Abbot Petty Sessions yesterday, the case in which Messrs. Hexter and Humpherson of the Kingsteignton Potteries were summoned for non-payment of rates, the amount of which they disputed, was again adjourned. At the same sessions, Ambrose West of Kingsteignton, a youth, was fined 11s for keeping a dog without a license. Messrs. W. S. Pincent and Co., coal dealers of Newton Abbot, were fined the costs of the case against them for delivering coal short of weight.

Highweek (Newton) Parish: Mr. W. S. Pinsent presided at the annual meeting last Friday, when the clerk reported that no reply had been received from the Charity Commissioners respecting the charities. … Mr. Shilston gave notice that at the next meeting he should move that a committee inspect the deeds. — The report of the Lighting Committee recommending a new lantern and burner outside Miss Rowells house in Highweek-street, and the removal of the lamppost at the Highweek Street end of Mill Lane, was agreed to — The Newton Postmaster (Mr. S. B. Rogers) wrote that the fourth delivery of letters on Thursdays would be discontinued for the ensuing six months — Mr. J. Chudleigh wrote disclaiming any responsibility in respect of the -unfenced condition of the mill leet near the cricket field, in regard to which a complaint had been received from Mr. J. Phillips. In reply to a communication from the clerk, a letter was received from the Torquay Waterworks Committee, stating that the charge of £5 per annum for street watering, hydrants, etc. commenced in 1860 and had been paid annually ever since. — Mr. T. Weatherdon called attention to the want of a footbridge over the River Lemon from Bradley to Ogwell Hill and the clerk was instructed to write Miss Wall, owner of Bradley.

Highweek Sanitary Committee: Mr. J. Vicary, J.P., presided at a meeting of the Highweek Parochial Sanitary Committee on Thursday at the Girls’ Schoolroom … … A letter was received from Mr. H. Bedford, of Milver View, Highweek, complaining of the state of a drain which ran through a field at the rear of his house. The Chairman understood that the letter was received in his (the Chairman’s) absence, and that the vice-chairman, Mr. W. S. Pinsent had instructed the Surveyor to see into the matter and inform Mr. Bedford of what had been done. Mr. S. Segar (Surveyor) who was present, explained that the matter had been seen to and steps were being taken.

The recent frost: A report received from Mr. a. Murrin as to steps taken for unfreezing the fire hydrants in compliance with a resolution of the council passed on February 16th, enclosing his account of payment to men and for coke: £3. 16s 10d. On the proposition of Mr. Pinsent, seconded by Rev. S. H. Harris, Mr. Murrin’s account was passed, and a hearty vote of thanks accorded Messrs. Murrin and Weatherdon for their services, and also Messrs. W. Haydon and J. G. White for the gratuitous loan of fire baskets. Mr. Murrin was voted £1 for his services in connection with the unfreezing of the hydrants on the motion of Mr. C. G. Vicary, seconded by Mr. Pinsent.

Highweek Parish Council: A meeting of this body was held on Monday evening at the Girls’ Schoolroom … … Lighting of the Parish … … (discussion) … …  Mr. C. G. Vicary pointed out that this would mean more expense. The Clerk mentioned that there were 54 lamps in the parish, the cost of labour in lighting which was 19s a week. Mr. Jarvis thought the lamps should be cleaned every fortnight. It was owing to the dirt on the lamps that the light was so poor. No one seconded Mr. Adams’ motion. It was proposed by M. Olver and seconded by Mr. Shilston “That Messrs. Rogers, Pinsent and Adams form a sub-committee to inquire and report to the next meeting of the Council as to the position and condition of the lamps, and generally as to the lighting of this parish, and with suggestions”. This was agreed to, as also was another motion that the lamps of the parish be cleaned forthwith.
