Supplement to the “East and South Devon Advertiser”: Highweek Parish Council: Highweek Parish Council met on Monday evening for the first time since the election. The members present were Capt, Kitson, Rev. S. G, Harris, Messrs. W. L. Shilston, J. Olver, R. Pascoe, J. Rogers, W. Badcock, C. Adams. W. S. Pinsent, W. H. Jarvis, and A. B. Segar, with the clerk, Mr. T. S. M. Underhay. Mr. C. G. Vicary wrote that he was sorry he was unable to attend as he had hoped, his doctor not allowing him to come out in the evening yet. ELECTION OF OFFICERS AND OVERSEERS: Mr. Shilston moved that Mr. Pinsent be elected chairman. Seeing that through the regretted illness of their late chairman Mr. John Vicary, the duties devolved upon Mr. Pinsent and that he carried them out admirably, they could not do better than elect him to the office. Mr. J. Olver seconded the motion, endorsing the remarks of Mr. Shilston. The motion was agreed to: Mr. PINSENT on taking the chair, expressing the hope that their meetings would be characterised by the same good feeling as hitherto. Mr. Charles G. Vicary was unanimously elected vice-chairman on the motion of Mr. PASCOE, seconded by Capt. Kitson. The Chairman moved that Messrs. C. G. Vicary and R. Pascoe be re-elected overseers. Mr. W. L. Shilston thought they should proceed on the old lines, one retiring each year, the other remaining in office. He proposed Mr. C. G. Vicary and Mr. A. B. Segar, which was agreed to.

Western Times: Tuesday 31st March 1896

HIGHWEEK: The Parish Council completed their year of office on Thursday night, when Mr. W. S. Pinsent presided, the other members present being Messrs. C. Adams (2), J. Olver, R. Pascoe, W, L. Shilston, and T. Weatherdon. Major Kitson sent a note regretting his inability to be present. The principal business was the passing of accounts owing by the Council to Ladyday. The principal items were those connected with the lighting of the public lamps, the cost of the gas for the half year amounting to over £40 exclusive of repairs and cost of lighting. The bills were passed and ordered to be paid. On the motion of Mr. Olver, seconded Mr. Pascoe, a cordial vote of thanks was given to Mr. Pinsent (vice-chairman) for so ably presiding at their meetings during the enforced absence of the Chairman (Mr. J. Vicary) through illness. A parish meeting was subsequently held for the purpose of giving the Council authority to issue a precept on the overseers to raise the sum necessary for lighting the parish until 31st March 1897, estimated at £150. Mr. Olver presided at this meeting which was attended by those already present. The authority was unanimously given. The amount required will involve a rate of 4 ½ d in the £ on houses and 1 ½ d on land.

Highweek Parish Council: The last meeting of the old Parish Council of Highweek was held on Thursday evening, when there were present, Messrs. W. S. Pinsent, C. Adams (2), J. Olver, T. Weatherdon, W. L. Shilston, and R. Pascoe. Captain Kitson wrote regretting absence. Several outstanding accounts were passed. The Clerk, Mr. T. S. M. Underhay, stated that the last rate realised L. 84 12s 4d instead of £107 in consequence of voids. There was £76 in hand. Mr. J. Olver proposed a vote of thanks to Mr. Pinsent for the manner in which he had carried out the duties of chairman during the year in the regretted absence of the chairman, Mr. John Vicary. He had given every attention to the work and the meetings had been pleasant and comfortable. He trusted that as each year went on they would be wiser, but he did not think they would ever have a more pleasant year. Mr. Pascoe seconded. Mr. Pinsent hoped had given satisfaction and that the one who took his place would do better.

Highweek: A meeting of parishioners of Highweek was held at the Infants’ Schoolroom on Monday evening to receive nominations for the election of parish councillors. Mr. W. S. Pinsent, vice-chairman of the Parish Council, presided in the absence of the chairman, Mr. John Vicary, through illness, which Mr. Pinsent remarked they all deeply regretted. Others present were the Rev. S. G. Harris, Captain Kitson, Messrs. J. Olver, T. Weatherdon. W. L. Shilston, C. Adams, W. H. Jarvis R. Pascoe, A. Segar, J. Rogers, members of the Parish Council; W. Pinsent having been nominated, vacated the chair, and Mr. W. Vicary took his place. As there were thus only fourteen nominations for the fourteen seats the Chairman declared these duly elected. He only hoped they could congratulate them on having more power and a little more to do. He, for one, as a member of the Rural District Council, would be pleased to hand them over the control of the roads. It was agreed that more would be heard of this question in the future. Under existing circumstances, Highweek, Kingsteignton, Bovey and Ashburton would have to pay about double share to make up for Manaton, Widecombe and outlying parishes which had a very small rateable value and a very large area of roads, difficult to keep in order, rusting or washing out rather than wearing out. The question would have to be met before long. (Applause): Mr. Shilston: Why didn’t the Newton Rural District Council support the Totnes Council? The CHAIRMAN: They had an idea that now the tenders for the ensuing year had been accepted, they were bound to go on for the present. This is not for the County Council, but the Local Government Board to decide; the County Council would be very glad to hand over the control of the roads to the parish councils; at present nobody in the parish is able to do it. He proposed a vote of thanks to the retiring Councillors for their work during the past year. Mr. J, Salter seconded the motion, which was carried.

Western Times: Wednesday 11th March 1896

Highweek: Mr. W. Vicary presided. All the retiring Councillors save one were nominated and expressed themselves willing to stand but one or two would give way rather than put the parish to the expense of a poll. Mr. John Vicary through ill health did not seek re-election, and Mr. W. Badcock was nominated to fill that vacancy. That, with the thirteen retiring members, completed the number required, and they were declared duly elected. The council now comprises: Rev. S. G. Harris (Rector), Capt. E. Kitson, and Messrs. C. Vicary, J. Olver, W. S. Pinsent, A. Segar, W. L. Shilston (Littlejoy), R. Pascoe, C. Adams, (Howton Barton), J. Rogers, C. Adams (Plumber), T. Weathdon, W. Badcock and W. H. Jarvis.
