North Devon Journal: Thursday 8th August 1878

Sir, — In the ‘North Devon Journal’ of the 18th last, I note a report of a meeting of the Northam Local Board, which states that “Captain Sangster then produced a letter from the Local Government Board to Mr. Pynsent, which is as follows.” I would desire to point out that there is in the twenty-third line of your printed report of that meeting an error, which alters entirely the purport of the Local Government Board’s decision, through the words “approved of,” having been substituted for “opposed by.” I append a verbatim copy the Government letter: – Sir, — I am directed by the Local Government to acknowledge the receipt of your letter of the 24th ultimo, and to forward to you herewith for your information a copy of a communication which the Board have received from the Northam Local Board, with respect to the sewerage of Westward Ho. I am the same time directed to state that the Board are aware of the fact that the scheme in respect of which their sanction has been given to a loan is opposed some of the members of the Westward Ho Committee, but, as it appears to the Board, that the Committee has no legal powers, the Local Board not being authorized by the Public Health Act, 1875, to appoint committees compose in part of persons not members of the Local Board. The point now arrived at, with respect to the long deferred sanitary works at Westward Ho, appears then, to be as follows: First, the Government Board have approved of a specific scheme for the drainage, by disinfecting the sewage and conveying it in pipes to the eastward, for which plans have been furnished and approved, and estimates obtained; and have also given their sanction to a loan for carrying out the necessary works. Secondly, the Local Board have approved thereof, as shown in the last paragraph of your report of the Board meeting as follows “The clerk was then directed to order advertisements for carrying out the drainage of Pimpley scheme.” Thirdly, this — the approved and sanctioned Eastern scheme — is now opposed (as had been for years the proposed Western scheme) by certain persons connected with Westward Ho, the form the opposition has lately taken being that the Joint Committee (consisting of three members be chosen by the Northam Local Board, and three on the part the Westward Ho district, by whom and in what way elected I know not) had not given their assent. It is on this point that the Government letter appear conclusive, where it states, ‘that Committee has no legal powers.’, May it now be hoped that the long-deferred sanitary works for Westward Ho will be promptly carried out, without encountering further opposition, Yours truly, THOMAS PYNSENT Glion, sur Montreux, Switzerland, July 29th, 1878.

Northam: Local Board: A meeting was held in the vestry room on Saturday last. A. B. Wren, Esq., J.P. presided and there were also present General Hutchinson, Captains Sangster, Molesworth, and Wren, and also Messrs. Williams, Tucker, Penhorwood, Heywood, H. Cawsey, Bassett, and Rev. E. Reynolds. – Captain Sangster asked why the tenders for Westward Ho! drainage was not advertised for? The Clerk said they were waiting for a letter from the Local Government Board, which had not arrived. General Hutchinson said the drainage would have to go through his land; therefore, he should oppose it strenuously, as he knew the Plympley scheme would be money thrown away. Captains Sangster then produced a letter from the Local Board to Mr. Pynsent: … (acknowledges receipt of letter acknowledging that there was a dispute between members of the Westward Ho! Committee, but says it has no legal powers) …

William Manning and son will offer for Sale by Auction, at the Hotel, Westward Ho!, on Wednesday, 31st of July next, at 3 for 4 o’clock in the Afternoon precisely, several FIELDS, Closes of Land and Building Sites, comprising altogether upwards of 15 Acres, adjoining the residences of Capt. Stapledon, Thomas Pynsent, Esq., and others, formerly portions the Glebe Lands of Northam, but now part of the Corporate Property of the Borough of Southmolton, in Lots as described in handbills, which may be obtained of the Town Clerk. The Lands are well situate adjoining the high road from Bideford to Westward Ho, and near the far-famed Northam Burrows and Pebble Ridge, and the celebrated Golf Links; within ten minutes’ walk of the Church, the Sea, the United Service College, the Great Nassau Bath, Hotel, etc.; and about two miles from the Town of Bideford and the Railway Station; and contain, without exception, some of the best Building Sites in this justly celebrated locality. There are unlimited Rights of Pasturage over the Northam Burrows appurtenant to each Lot; and the Property is Tithe Free and Land Tax Redeemed. Northam Local Board: A meeting of this Board was held on Saturday in the vestry-room, Northam. Mr. Pickard in the chair … (list of attendees and reading of correspondence including from the Local Governing Board regarding Westward Ho! and its exemption from payment of Appledore drainage costs) … The Board at the same time direct me to enclose a copy of a communication which they have received from Mr. Pynsent with reference to the drainage of Westward Ho! and to request that they may be furnished with the observations of the Local Board on the subject … Captain Sangster said Westward Ho! was the best off, having all their roads made for them; and in reference to Mr. Pynsent’s letter, he (Captain Sangster) moved at a previous meeting that the Pympley scheme be carried out; but, having no seconder, it fell to the ground …

Northam: A special meeting of the Northam Local Board was held at the usual place of meeting on Saturday, A. B. Wren, Esq., J.P., chairman. There were also present … The chairman opened the meeting by stating that its object was to consider the rescinding of the drainage scheme entered on the minute-book. Captain Sangster said he very much regretted that it fell to his lot to move the resolution, for two reasons, first, he did not think it would be carried out, and there was no doubt that an opposition scheme would be sent to the Local Government Board … secondly, he (Captain Sangster) proposed against his own conviction. ….  (discussion of old issues leading to a resolution) …. “That all resolutions bearing on the scheme for the drainage outfall at Westward Ho! to the westward be rescinded, and that Mr. Ellis’s scheme No. 2, for carrying the drainage to the Pimpley, with a view to its discharge into the existing dyke, be adopted; and that the Local Government Board be informed thereof.” The resolution was carried. Mr. Williams remarked that the Local Board had been threatened with an action by Mr. Pynsent therefore they must be prepared. …
