Disparity in Land Values: Arbitration Case at Newton Abbot: A considerable disparity in the Assessments was revealed during the hearing of arbitration proceedings yesterday at Newton Abbot to determine the purchase price of land in Buckland Barton, the property of Sir Henry Carew, required by the Newton Abbot Urban Council for sewage outfall works. … … Mr. Slade said that the expert acting for Sir Henry assessed the land at £4,161, and the Council’s expert at £828 but the latter figure included nothing for general depreciation of the estate through the outfall works. … (higher figure because of expected damage to the whole marsh area) … Mr. W. H. Pinsent, district valuer, giving evidence for the Council, said the land tunnelled under would not be affected by as much as a penny in value. £853 would be sufficient compensation of the land and easements. He agreed that he had not allowed anything for depreciation in sentimental value. …

Timber Works: By consent, there being no appearance on behalf of the assessment Committee, the respondents, the Recorder granted an application by Messrs. A. n. Coles and Son Ltd. for an order that the assessment of £350 rateable value should be reduced to £250 and costs.

In the case of F. W. H. Pinsent, Revenue Officer for the Plymouth Assessment Area (appellant) and the Assessment Committee, with Messrs. Cole Brothers, occupiers (respondent), in which the annual new value of the property concerned was £363, the Recorder was reminded that at the previous Court certain monthly returns were put before him showing the proportion of manufactured goods to the total passing through the factory … (disputes over “industrial” and “non-industrial” usage of property)

Cole Bros., timber importers, moulding manufacturers and sawmill proprietors, Prince Rock Plymouth … …. It was stated for the appellants that their premises at Prince Rock covered a total area of 62,209 square feet. In the shed were seventeen machines, worked by electricity and eleven men. Mr. F. W. Pinsent, revenue officer, said this was similar to Messrs. Fox, Eliott and Co, and he understood the work was practically the same. He was told that 60 percent of the timber passed through the mill … … the Court next proceeded with the hearing of the third case where the firm concerned was the Plymouth and Oreston Timber Company, Ltd., and Mr. Pinsent giving evidence said the mill area of this firm was 13,500 square feet out of total of 188,000 square feet for the whole premises. The works were in Sutton Road, and he understood there were sixteen machines, with ten out of 45 men employed machinists … the Recorder said these premises had struck him as being a thoroughly up-to-date and well-equipped woodwork establishment with a very considerable space taken up with the storage of the manufactured articles … The Recorder dismissed the appeal, in this case with costs …

Derating in Plymouth: 300 Claims before the Committee: Plymouth Assessment Committee have this week, the chairmanship of Mr. Albert Webb, been dealing with the important question of derating. lt is their function to decide the claims of those who consider they are entitled to benefits under the Act. At present over 300 cairns have been lodged, and the careful consideration necessary in each case may be judged from the fact that this week the committee, sitting day, heard only nineteen.
