Tonbridge Guardians and Rural Council: Needs of the Unemployed: The fortnightly meeting of the Tonbridge Board of Guardians we held at the workhouse, Pembury, on Friday, under the chairmanship of Mr. H. Hills, C.C.: … Mental Cases: The House Committee reported that Mrs. Pinsent a member of the Board of Control had inspected the proposed accommodation for mental deficient cases, along with the Committee and Colonel Harris and would report thereon to the Board of Control after receiving the plans and drawings prepared Colonel Harris, with her suggested amendments. Committee understood that as little expense as possible was to be incurred; that it was desirable to apply for the Institution a whole to be approved; that the classes of defectives should imbeciles and feeble-minded (the Guardians having the right to judge the suitability of any particular case), the age limits to be from seven to eighteen years. The question of fencing off the Recreation Ground, provision of workshops in the recreation yard, and the matters of staff, sanitary and bathing accommodation and staff quarters were also discussed, with a view minimising capital outlay and maintenance expenses. The report was adopted.
